29 CFR 1926.501(b)(3): Each employee in a hoist area was not protected from falling 6 feet (1.8 m) or more to lower levels by guardrail systems or personal fall arrest systems. If an employee must lean through the access opening or out over the edge of the access opening to receive equipment and materials that employee shall be protected from fall hazards by a personal fall arrest system: On or about 1 October 2019, and at times prior thereto, an employee went over the parapet wall without fall protection and stepped into a wooden box at the second level of a garage for unloading tools and equipment. The employee was exposed to the hazard of falling approximately 14 feet 9 inches to hard packed soil below.
