29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access: a) On or about December 13, 2018, 7257 Wilton Dr., at the Avery Square project, in Naples Florida, employees were using the bottom section of an extension ladder to access the roof from the ground to the first level on the side of the building. The ladder was not long enough to extend at least 3 feet above the landing and was not secured at the top, thus exposing the employees to a fall of up to 10-feet. b) On or about December 13, 2018, 7257 Wilton Dr., at the Avery Square project, in Naples Florida, employees were using a 35-foot extension ladder to access the roof at the front of the building. The ladder was long enough, but did not extend at least 3 feet above the landing exposing the employees to a fall of up to 20-feet.
