29 CFR 1910.147(c)(7)(i): The employer did not provide adequate training to ensure that the purpose and function of the energy control program was understood by employees: On or about December 12, 2018, Estad Stamping & Mfg. Co. had employees perform maintenance operations including die changes/adjustments and clearing jams on equipment, including, but not limited to: mechanical power presses and press brakes, and the employer did not provide training to ensure that the purpose and function of the energy control program was understood by employees and that the knowledge and skills required for the safe application, usage, and removal of the energy controls was acquired by employees. This training would include the following: a. Authorized employees - recognition of applicable hazardous energy sources, the type and magnitude of the energy available in the workplace, and the methods and means necessary for energy isolation and control, b. Affected employees - purpose and use of the energy control procedure, and c. Other employees - instructed about the procedure and about the prohibition relating to attempts to restart or reenergize machines or equipment which are locked or tagged out.
