29 CFR 1926.1053(b)(6): Ladders shall be used only on stable and level surfaces unless secured to prevent accidental displacement. a. On or about July 17, 2018, at the residential job site, Lot 1336, in the Jerome Village-Willowbrush community, the employer did not ensure that an aluminum extension ladder used by an employee to access the upper roof from the low-sloped roof over the garage was secured at the top to prevent accidental displacement, thereby exposing the employee a fall hazard of approximately 12 feet, 1.5 inches or more.
