29 CFR 1926.416(a)(1): Employees were permitted to work in proximity to electric power circuits and were not protected against electric shock by de-energizing and grounding the circuits or effectively guarding the circuits by insulation or other means. a) Employees were exposed to 120/208 v 800 amp electric shock hazard when working on electric equipment that had not been de-energized nor were the employees protected by other means; electric panel MP 14 had a short-circuit arc-flash explosion. --- Employer did not de-energize electric panels MP 14 and MP 24 before having employees work on the panels.
