29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person: a) United Insulators, Inc. 1206 Osceola Street Denver, CO 80204: On or before April 06, 2018, the exposing employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person. Laborers were installing insulation in a residential townhouse at heights greater than 6 feet above the ground. The employer did not ensure that a competent person was designated to conduct frequent and regular inspections to identify and correct hazardous conditions capable of causing injury. These conditions exposed workers to a fall from height greater than 6 feet. OSHA defines a "competent person" as someone capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to workers, and who has authorization to take prompt corrective measures to eliminate them.
