29 CFR 1910.178(o)(1): Only stable or safely arranged loads shall be handled. Caution shall be exercised when handling off-center loads which cannot be centered. On or about the 11-day period of March 6-20, 2018, employees were 'free rigging' with a single lifting strap off the tines of a forklift for below-the-tine lifts. The load was not safely arranged in that there was no positive load control, such as a load safety chain or other rigging equipment, and the load was not attached to the forklift structure to secure the load in position while lifting and to prevent the suspended load from slipping off the forks.
