29 CFR 1926.1051(a): A stairway or ladder shall be provided at all personnel points of access where there is a break in elevation of 19 inches (48 cm) or more, and no ramp, runway, sloped embankment, or personnel hoist is provided: a) Jobsite: The employer did not ensure that the ladder provided at the jobsite was a safe means of access to the working level approximately 10 feet from the ground surface. Condition was observed on or about 14 FEB 2018. Strong Contractor, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.1051(a) which was contained in OSHA inspection number 1219850, citation number 1, item number 4/a, and was affirmed as a final order on 23 MAY 2017, with respect to a workplace located at Valley lot 3 And 4 Center Valley, PA 18034
