29 CFR 1910.132(c): Personal protective equipment was not of safe design and construction for the work to be performed: On or about January 18, 2018 when the air temperatures dropped to 23 degrees Fahrenheit (F), an employee was exposed to drowning hazards when the employer provided to an employee a personal floatation device which was not designed for use in freezing temperatures. .
