29 CFR 1910.28(b)(11)(i): Each employee exposed to an unprotected side or edge of a stairway landing that was 4 feet (1.2 m) or more above a lower level was not protected by a guardrail or stair rail system: a) Tower Room: Employees using the stairs to access the upper storage room were not protected from falling by a stair rail system on both sides. The top of the stairs measured seven feet above the ground below, on or about 9/13/17.
