29 CFR 1926.451(a)(1): Each scaffold and/or scaffold component was not capable of supporting, without failure, its own weight and at least 4 times the maximum intended load applied or transmitted to it:Note: Exceptions are provided in paragraphs (a)(2), (a)(3), (a)(4), (a)(5) and (g) of this section. 1) Third floor, West side of the building: On or about July 5, 2017, and at times prior, the employer exposed employees to struck-by hazards while utilizing a mobile scaffold to move metal panels weighing approximately 850 to 1,100 pounds in that the counterweights did not meet the 4 to 1 maximum intended load.
