29 CFR 1910.23(c)(9): Portable ladders used on slippery surfaces were not secured and stabilized; 1) Jobsite: A Louisville ladder used to access upper floors was placed on a smooth concrete surface without its feet. The ladder was not secured and an employee fell approximately 8 feet. Condition was noted on 3 MAY 2017
