Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Location - Jobsite, 16 Middle St., Lowell, MA: On 2/13/97, an employee was allowed to work on an open-sided work platform 4 feet or more above ground level was not protected with a standard guard railing or the equivalent. One feasible method is to require safety harnesses with lanyards.
