29 CFR 1910.119(n): The employer did not implement an emergency plan for the entire plant in accordance with the provisions of 29 CFR 1910.38. On or around February 8, 2017 at the Packaging Corporation of America facility in DeRidder, Louisiana following an explosion of the Foul Condensate tank in the Pulp Mill, the emergency action plan (EAP) to evacuate employees to safety and to account for them was deficient.
