29 CFR 1915.1001(e)(1): All Class I, II, and III asbestos work was not conducted within regulated areas: a) On or about August 27, 2016, in the area damaged during a collision at level A of the floating dry-dock, employees were instructed to conduct Class III asbestos work and the employer failed to establish a regulated area before employees started to remove a section of duct work covered with thermal system insulation (TSI) known to contain asbestos, exposing employees working in adjacent areas to asbestos airborne concentrations that may have exceeded the permissible exposure limit (PEL).
