29 CFR 1926.451(g)(4)(i): Guardrail systems were not installed along all open sides and ends of platforms. On or about 26 August 2016, and at times prior thereto, an employee was applying coats of primer and paint to window trims located at the third floor of the Texas Capitol Building from the side end of a scaffold outrigger, without the use of either fall protection or guard rails, exposing the employee to a fall hazard of approximately 60 feet to the ground below.
