29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access: (a) 3000 Regency Drive, Sinking Springs, PA - Employees were observed using an aluminum extension ladder that did not extend at least 3 feet above the landing surface to the building, thereby exposing employees to a fall hazard of approximately 13 feet to the ground below, on or about August 11, 2016. No abatement certification or documentation required. Bachman's Roofing, Building & Remodeling, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard CFR 1926.1053(b)(1) which was contained in OSHA inspection number 980871, citation number 1, item number 3 and was affirmed as a final order on August 8, 2014, with respect to a workplace located at 1680 East Thistle Drive Wyomissing PA. -------------------------------------------------------------------------------------------------------------------------------------------- Cit 01 Item 002  violation modified from Repeat to Serious; standard modified from 1926.1053(b)(1) to 1926.1060(b); penalty modified from $10,974 to $5,345.
