29 CFR 1910.119(f)(1)(ii): 29 CFR 1910.119(f)(1)(ii): The employer did not develop and implement written operating procedures that provided clear instructions for safely conducting activities involved in each covered process consistent with the process safety information that addressed operating limits, specifically the consequences of deviation and the steps required to correct or avoid deviation. On or about 7 June 2016, and at times prior thereto, the employer did not have the consequences of deviation and the steps required to correct or avoid deviation within the operating procedures for the processing units, exposing employees working within the process area to fire and explosion hazards.
