Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The %% employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees: (a) Employees were exposed to a potential rollover and impact hazard while pulling covered hopper cars with the use of a tractor and nylon rope. Among other methods, one feasible and acceptable method to correct this hazard would be to change the method of moving cars by pushing rather than pulling or by the use of a secondary chain or nylon rope connected to the front of the tractor and the hopper car to totally secure the moving car.
