Section (5)(a)(1) of the Occupational Safety and Health Act of 1970: The %% employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Employees were exposed to a potential hazard of rollover and impact hazards while pulling railcars with an International tractor and the use of a steel chain. Among other methods, one feasible and acceptable abatement method to correct this hazard would be to change the method of moving cars by pushing rather than pulling or by the use of a secondary chain connected to the front of the tractor to totally secure the railcar while it is being moved.
