29 CFR 1910.119(d)(3)(ii): The employer did not document that equipment complies with recognized and generally accepted good engineering practices. a) On belt furnace #1 at 106 Lonczak Drive Chicopee, MA: On or about April 15, 2016, the employer did not document that the red color coding on the propane supply piping on Belt furnace #1 complied with recognized and generally accepted good engineering practices (RAGAGEP). Possible RAGAGEP includes, but is not limited to, The American Society of Mechanical Engineers (ASME) standard A13.1-2015, Scheme for the Identification of Piping Systems. Paragraph 3.2 of AMSE A13.1-2015 requires the following: "Colors preceded by the word Safety shall meet the requirements of ANSI Z535.1 (see Table 2)." and Table 2 requires that piping containing flammable and oxidizing fluids be colored yellow. b) In the propane storage tank area at 106 Lonczak Drive Chicopee, MA: On or about April 15, 2016, the employer did not document the installation of the polyethylene piping between the propane storage tank and the facility complied with RAGAGEP. Possible RAGAGEP includes, but is not limited to, National Fire Protection Association (NFPA) 58, Liquefied Petroleum Gas Code, 2014 Edition. Paragraph 6.9.4.6 requires the following: "An electrically continuous corrosion-resistant tracer wire (minimum AWG 14) or tape shall be buried with the polyamide or polyethylene pipe to facilitate locating the pipe."
