Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the recognized hazard of Cumulative Trauma Disorders (CTD). the following conditions contributed to the existence of this hazard: On or about March 10, 1992, Pipefitters at the refinery engaged in refinery maintenance, shutdowns and general pipefitting work were exposed to undue repetitive motion trauma. This trauma was due to repeated exertion of the hands, wrists, arms and shoulders causing, aggravating or precipitating Carpal Tunnel Syndrome, Tendonitits, Tennis Elbow and other musculo-neural disorders. A minimum of 25of the pipefitters, for the last 3 years, were diagnosed with CTD as follow: a.) Rex Tribble, Tendonitis and Neural damage of the shoulder, arm and w 89-20. b.) Donnie Pierce, Carpal Tunnel Syndrome; 89-32. c.) Willie Price, Tendonitis of shoulder and elbows; 89-33. d.) P.K. Tarpenning, Carpal Tunnel Syndrome; 90-60. e.) Mark Hittle, Tennis Elbow; 91-15. f.) Donald Sodowsky, Carpal Tunnel Syndrome; 91-22. g.) Terry Burns, Tendonitis; 91-29. h.) Al Smith, Tendonitis; not recorded. i.) Brian Burnet, Tendonitis, not recorded. j.) Tom Hicks, Neural damage; not recorded. Feasible abatement method(s) to correct this hazard may include, but are not limited to: 1.) Submit the Oklahoma City Area Office Director a written detailed plan of abatement outlining a schedule for the implementation of engineering or administrative measures to control employee exposure to undue repetitive motion trauma. This plan shall include at a minimum, target dates for the following actions which must be consistent with the dates required by this citation. a.) Evaluation of the conditions, locations and the activities that the employees are performing. b.) Evaluation of applicable control measures. c.) Procurement, implementation and operation of selected control measures. d.) Assure effective utilization of control measures. 2.) Abatement shall have been completed by implementation of feasible engineering or administration controls.
