Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a)The hazard of employees being struck by a collapsing structure. Employees working on workover rig #3 and #7 were being exposed to the hazard of a collapsing structure, due to an inadequate wind guy method. Workover Rig #3 and #7 were not setup following either the guying procedures set forth in the workover rigs owner manual, or the alternative guying procedures provided by the Johnson-Lawrence Company. The above hazards were found at the following locations: i)Rig #3 at Bordeaux #1 Well (Greens Creek) Vintage Field, Jefferson Davis County. ii)Rig #7 at the Jetta Production Griffin 34-1 #1 Gwinville Field, Jefferson Davis County. Among other methods, one feasible and acceptable abatement method to correct this hazard would be follow the recommended guying guidelines as specified in Section 8.4 of American Petroleum Institute RP-54, Gas Well Drilling and Servicing Operations.
