Section 201 of the Executive Order 12196 of 1980: The employer did not %% furnish employees places and condition of employment that were free from recognized hazards that were causing or liklely to cause death of serious physical harm to employees that: a)Park Management knowingly allowed trail crews to operate in remote, difficult to access terrain, in known hazardous operations without adequate radios or other communication devices which would allow them to report injury situations and summons help. The area at Tapeats Creek is known to be an area which standard park communictors are inadequate. Among other methods, one feasible and acceptable abatement method to correct this hazard is a satellite telephone, the installation of radio repeaters or the purchase of a narrow band system.
