29 CFR 1910.147(c)(8): Energy isolation. Lockout or tagout shall be performed only by the authorized employees who are performing the servicing or maintenance. On or About May 19, 2015, in the meat grinding room, non-authorized employees who were servicing the machine and had not locked-out/tagged-out the machine were exposed to caught-between/struck-by hazards.
