P.L. 91-596 Section 5(a)(1): The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of falling: a.) Roof/Exteriors Department - Employees gained access to the tops of units by climbing the railings of cross aisles and negotiating the gap between the cross aisle and the unit, on or about 8/9/94. Among other methods, one feasible and acceptable abatement method to correct this hazard is to provide a ladder for employees to use to ascend and decend each unit.
