Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in the employees were exposed to the hazard of electrical shock from working within close proximity of energized electrical power lines, rated at 7200 volts, primary to ground at 10917 U.S. 19 N., Port Richey, Florida, on or about 06/12/90, while painting the north face of an elevate outdoor sign with an electrically conductive aluminum extension handle attached to the paint roller. Among other methods, one feasible and acceptable abatement method to correct this hazard is have the paint roller extension handle be constructed of non-conductive materials, or insulated with a non- conductive sheath whose electrical and mechanical characteristics provide the equivalent protection for an extension rod constructed of non-conductive material.
