SECTION 5(A)(1) OF THE OCCUPATIONAL SAFETY AND HEALTH ACT OF 1970: THE %% EMPLOYER DID NOT FURNISH EMPLOYMENT AND A PLACE OF EMPLOYMENT WHICH WERE FREE FROM RECOGNIZED HAZARDS THAT WERE CAUSING OR LIKELY TO CAUSE DEATH OR SERIOUS PHYSICAL HARM TO EMPLOYEES IN THAT EMPLOYEES WERE EXPOSED TO: A) WORKERS WERE EXPOSED TO THE HAZARDS OF BUILDING COLLAPSE. THE EMPLOYER IS IN VIOLATION OF RECOGNIZED PRINCIPLES AND PRACTICES OF STEEL ERECTION AND OF THE AMERICAN NATIONAL STANARD FOR CONSTRUCTION AND DEMOLITION OPERATIONS-STEEL ERECTION SAFETY REQUIREMENT, ANSI A10.13-1989, PRAGRAPH 11.1 (SECOND SENTENCE), WHICH READS: "THE SEQUENCE OF ERECTION, BOLTING, TEMPORARY GUYING, RIVETING AND WELDING SHALL BE SUCH AS TO MAINTAIN THE STABILITY OF THE STRUCTURE FORM AT ALL TIMES DURING THE CONSTRUCTION. CONSIDERATION SHALL BE GIVEN TO THE DEAD WEIGHT OF THE STRUCTURE, WEIGHT, AND WORKING REACTIONS OF ALL CONSTRUCTION EQUIPMENT PLACED THEREON AND ALL EXTERNAL FORCES THAT MAY BE APPLIED." THE HAZARDS OF THE COLLAPSE CAN BE ABATED BY A PROGRAM INCLUDING, BUT NOT LIMITED TO, THE FOLLOWING FACTORS: 1) PLUMB THE COLUMNS OF THE BUILDING. 2) CONNECT THE BEAMS TO THE COLUMNS. 3) USING DIAGONAL GUYING, WHICH IS ATTACHED BETWEEN THE COLUMN AND A BEAM TO BE LEVELED, DO THE FOLLOWING: A) LOOSEN THE CONNECTION BOLTS, IF NEEDED. B) POSTION THE BEAM SO THAT IT IS ALIGNED WITH THE BOLT HOLES AND IN A HORIZONTAL POSITION. C) PLACE FULL-SIZED BOLTS THROUGH THE FLANGE ATTACHMENT HOLES. 4) CHECK THAT COLUMN/BEAM MEETS ERECTION SPECIFICATIONS. 5) REMOVE DIAGONAL BRACING.
