Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The %% employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a) Employees working on DP&L Company crews from the Miamisburg, Ohio service center were exposed to the potential hazard of improper and/ or inadequate rescue, in that all other employees working on these crews were not trained in or required to demonstrate proficiency in pole top and bucket rescue procedures prior to employees staring work. Among other methods, one feasible and acceptable abatement method to correct this hazard is to train and require a demonstrated proficiency in emergency procedures, including pole top and bucket rescue on a regular and periodic basis (at least annually).
