Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a) The South Plant: There were accumulations of water and/or moisture present upon the ground surfaces outside, adjacent no. 3 furnace, 3 slag alley, where molten metal/slag is conveyed in open-top troughs from the BOF furnaces into open-top slag ladle railroad cars located beneath the troughs and thus exposing employees to the hazards of being struck by molten metal/slag and/or steam likely to occur as the result of "spills" and/or "runouts" onto wet surfaces and subsequently causing steam eruptions. Among other methods one feasible abatement method to correct this hazard is to maintain these walking/working surfaces in a dry condition before allowing the conveyance of molten metal/slag to occur.
