29 CFR 1926.451(e)(1): When scaffold platforms are more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface is not used: a) The employer does not provide a means of access from one level of the scaffold to another by use of ladders, stairtowers, or other acceptable means. This violation was most recently observed on the east side wall of 1425 North 15th Street on or about October 1, 2014 where employees were performing stucco operations from a fabricated frame scaffold that had no ladders, stair towers, or other acceptable means of access. The fabricated frame scaffold was approximately thirty-five (35) feet in height and employees were climbing the scaffold exterior and the cross-bracing to access the scaffold. To abate this ongoing violation, the employer must require the use of portable ladders, attachable ladders or equivalent means to access the working levels. JC Stucco & Stone dba J.C. Construction was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.451(e)(1) which was contained in OSHA inspection number 624938, citation number 2, item number 1 and was affirmed as a final order on 12/04/2012, with respect to a workplace located at 1413 S. 19th Street, Philadelphia PA 19050. JC Construction was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.451(e)(1) which was contained in OSHA inspection number 422285, citation number 2, item number 2 and was affirmed as a final order on 10/09/2012, with respect to a workplace located at Green and American Streets, Philadelphia PA 19123. JC Construction was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.451(e)(1)which was contained in OSHA inspection number 315816389, citation number 2, item number 4A and was affirmed as a final order on 12/14/2011, with respect to a workplace located at 1922 Kimball St., Philadelphia PA 19146.
