29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access: (a) Hammer One Construction located at 2750 Welsford Road Upper Arlington, OH 43221: On and preceding September 19, 2019, the employer did not ensure that the portable ladder used to gain access to the roof and exterior walls extended at least three feet beyond the eave that they were using for access. The eave of the roof measured 8 feet above the floor of the second level. A six and eight foot stepladder were in provided by the owner and utilized by the framers for access to the upper surface. Framers were installing walls and other framing pieces on the second floor of a home that varied from 10-19 feet with the employees working at different levels. This condition exposed the framers to falls up to 19 feet.
