29 CFR 1910.134(k):The employer did not provide comprehensive, understandable training annually or more often if necessary: (a)Tactical Training Center, LLC. 10A Minneakoning Rd. Flemington, NJ 08822. On or about 2/12/2024 and thereafter, employee(s) were provided and required to use 3M half-face air-purifying respirators; but were not provided training on respirator inspection, use (including seal-check), maintenance & storage. The employer required employees to wear respirators while performing cleaning of the gun range as part of their weekly duties, Personal exposure monitoring for airborne lead (Pb) dust was conducted by OSHA on 2/26/2024 and again on 3/09/2024 during dry sweeping of the back area of the ports using broom and/or dust mop. OSHA's 2/26/2024 sampling measured employee exposure at 3.8 milligrams per cubic meter during 128 minutes of sampling, with zero exposure assumed for the balance of the 480-min work shift. Sampling on 3/09/204 measured employee exposure at 51 milligrams per cubic meter during 88 minutes of sampling, with zero exposure assumed for the balance of the 480-min work shift. These measured exposures represent 2000% and 18000% of the OSHA Permissible Exposure Limit (PEL) of 0.05 milligrams per cubic meter as an 8-hour time-weighted average (TWA). Employee(s) were exposed to health hazard(s) of toxic lead (Pb) inhalation.
