29 CFR 1910.38(b): An emergency action plan was not in writing, kept in the workplace, and available to employees for review: a) 156 West Harrisburg Avenue, Elizabethtown, PA 17022: On or about February 28, 2024, an anhydrous ammonia leak occurred which prompted an evacuation of the building and repairs to the ammonia system. A written emergency action plan (EAP) was not established and maintained in the workplace. Abatement certification and documentation required within 10 days after abatement date. The certification shall include a statement that abatement is complete, the date and method of abatement, and state that employees and their representatives were informed of this abatement. Abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photographic or video evidence of abatement or other written records.
