29 CFR 1926.21(b)(2):The employer shall instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury. On January 24, 2023, located on an urban road at site address 10511 Pippin Rd., Cincinnati, OH, employees were exposed to struck-by hazards by moving vehicular traffic while performing traffic control operation while not utilizing the appropriate devices such as STOP/SLOW paddle in that the employer did not ensure employees had received instructions on applicable procedures or regulations to minimize the hazards associated with flagging operations.
