29 CFR 1910.147(c)(4)(ii)(C):The energy control procedure did not clearly and specifically outline the steps for placement, removal and transfer of lockout devices or tagout devices and the responsibility for them. (a) On or about 6/7/2021 - 515 Tyson Road, Ashland, Alabama, in the Second Processing Department, employees using the ECP for the Leg Quarter Hopper Scale, Line #1 and #2 to access the point of operation to perform work were exposed to machine hazards such as struck by, and caught by from energized parts because the ECP did not clearly and specifically outline the steps for placement, removal and transfer of lockout devices or tagout devices and the responsibility for them.
