29 CFR 1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his/her environment to control or eliminate any hazards or other exposure to illness or injury: On or about July 5, 2019, the employer failed to instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to their environment to control or eliminate hazards when employees were engaged in residential construction activities including, but not limited to, re-siding and re-roofing the entryway overhangs for apartment buildings. Employees were exposed to fall hazards while working from an elevated surface with fall protection, scaffold, and ladder deficiencies present.
