29 CFR 1910.119(f)(1): The employer did not develop and implement written operating procedures that provided clear instructions for safely conducting activities involved in each covered process consistent with the safety information and which address the elements listed in 29 CFR 1910.119(f)(1)(i) through (f)(1)(v): a) Celebration Fireworks - On or about June 30, 2017, the employer did not develop and implement written operating procedures that provided clear instructions for safely conducting squibbing operations of display firework devices consisting of Hazard Class/Division 1.3G and 1.4S explosives. b) Celebration Fireworks - On or about June 30, 2017, the employer did not develop and implement written operating procedures that provided clear instructions for the safe storage, control, removal, and disposal of scrap cut off portions of Black Match, Quick Match, Time Fuse, and loose black powder for shell lift charges. c) Celebration Fireworks - On or about June 30, 2017, the employer did not develop and implement written operating procedures that provided clear instructions that address the limitation of electronic devices that are permitted in the squibbing area during work operations. d) Celebration Fireworks - On or about June 30, 2017, the employer did not develop and implement written operating procedures that provided clear instructions for the personnel and explosive limits permitted in the operating building. ABATEMENT NOTE: Among other methods, one feasible and acceptable means of abatement is to compile information that complies with recognized and generally accepted good engineering practices (RAGAGEP) such as but not limited to NFPA - 77, 495, 1123, 1124, and 1126.
