29 CFR 1910.23(e)(3)(ii): Mobile ladder stand platforms with a platform height of 4 to 10 feet (1.2 m to 3 m) do not have, in the platform area, handrails with a vertical height of at least 36 inches (91 cm) and midrails; On or about January 25, 2017, and at times prior there to, the employer does not ensure that a mobile ladder platform is equipped with midrails on the platform area while an employee is working from the platform. The employee is exposed to a fall hazard in the elevated trolley platform area.
