29 CFR 1910.23(c)(2): Runways four feet or more above floor or ground level were not guarded by standard railings (or the equivalent) and toeboards were not installed where tools, machine parts, or materials are likely to be used on the runway: Tire Shredder Building: A runway provides access to the tumbler/separator sections of the tire shredder machine that was approximately 80.25 inches from ground to runway was not guarded by standard railings and toeboards. a) Employees were exposed to falls in excess of six (6) feet from the runway to the concrete floor below that was not guarded by standard guard railings AND: b) Employees were exposed to struck-by hazards from tools and tire debris on the runway while working below the runway that does not have a toeboard.
