29 CFR1926.200(g)(2): All traffic control signs and devices used for protection of the workers did not conform to Part VI of the Manual on Uniform Traffic Control Devices (MUTCD) Millennium Edition Section 6E.05 (Flagger Stations): a) On or about 5/16/13 on State Route 394 west of Quillian Road, Westfield, New York; employees were installing a new communications cable while working from the west bound shoulder with encroachment in the west bound lane. After indicating a Flagger in the workzone with an early warning sign, there was not an employee actively flagging or positioned to be clearly visible to approaching traffic. NO ABATEMENT CERTIFICATION REQUIRED
