29 CFR 1926.50(b): Provisions were not made prior to commencement of the project for prompt medical attention in case of serious injury: (a) On or about August 21, 2025, at Interstate 65 Northbound in the vicinity of mile marker 238, Calera, AL; the employer did not ensure, prior to start of the project, the appropriate medical facility was identified capable of administering medical attention in cases of serious injury such as, but not limited to, heat-related illnesses. Employees were exposed to the hazards of high heat while working outside in direct sun, during the performance of their job duties, including asphalt surfacing of sections of a highway for an approximately 8-hour workday. Employees performing moderate manual labor and wearing single-layered clothing were exposed to temperatures of approximately 74-92 Degrees F (27-36 Degrees C) with average relative humidity levels of approximately 69%. The calculated Wet Bulb Globe Temperatures (WBGT) between 7:53 AM and 4:53 PM (CST) ranged from approximately 77 -93 Degrees Fahrenheit with a Heat Index up to 100 Degrees Fahrenheit. Such exposures are likely to lead to the development of serious heat-related illnesses such as, but not limited to, heat cramps, heat stress, heat exhaustion, and heat stroke.
