29 CFR 1910.120(q)(6)(iii): Employees who participated as hazardous materials technicians, or were expected to participate as hazardous materials technicians, had not received at least 24 hours of training equal to the first responder operations level, and in addition have competency in the areas outlined in 29 CFR 1910.120(q)(6)(iii)(A) through (q)(6)(iii)(I). (a) On or about November 20, 2024, and at times prior, the employer did not ensure that employees who participated as hazardous materials technicians, or were expected to participate as hazardous materials technicians had competency in the areas outlined in 29 CFR 1910.120(q)(6)(iii)(A) through (q)(6)(iii)(I), in that the employees did not demonstrate competency in the following: 1) 1910.120(q)(6)(iii)(A) - Know how to implement the employer's emergency response plan. 2) 1910.120(q)(6)(iii)(D) - Know how to select and use proper specialized chemical personal protective equipment provided to the hazardous materials technician. 3) 1910.120(q)(6)(iii)(E) - Understand hazard and risk assessment techniques. 4) 1910.120(q)(6)(iii)(I) - Understand basic chemical and toxicological terminology and behavior.
