29 CFR 1910.23(d)(1): The employer did not provide fixed ladders that are capable of supporting their maximum intended load: On or about October 22, 2024, and at times prior thereto, in the Plant Two Production Area; catwalk guardrail rail systems being utilized as fixed ladders without identified maximum intended loads were utilized as ladder rungs by employees while conducting modular home decking and roofing operations in the following instances (1-4): 1) Station 15 (Decking Station). 2) Station 16 (Decking/Roofing Station). 3) Station 17 (Roofing Station). 4) Station 18 (Finish Station).
