29 CFR 1926.21(b)(2):The employer shall instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury. On or about May 8, 2024, the employer failed to instruct an employee on the recognition and avoidance of the hazards associated with testing an energized 34.5 kV distribution line, exposing the employee to an arc flash/ blast. Abatement documentation is required of this item in accordance with the requirements of 29 CFR 1903.19(d).
