29 CFR 1910.147(c)(4)(ii): Procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29 CFR 1910.147(c)(4)(ii)(B): 29 CFR 1910.147(c)(4)(ii)(B): Specific procedural steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy; a) On or about March 11, 2024, the employer did not ensure the energy control procedure for the Ultium Cells L&S 8-3 Stacking clearly and specifically outlined the specific procedural steps for isolating and securing the upper and lower conveyor belts attached to the Ultium Cells L&S 8-3 Stacking [per 1910.147(c)(4)(ii)(B)] for employees engaged in cleaning activities, such as but not limited to, cleaning the upper and lower conveyor belts.
