29 CFR 1910.147(c)(4)(ii):The procedures shall clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, the following: On or about November 6, 2023, the employer did not ensure the energy control procedure(s) for the control of the hazardous energy of the Mulch Mule machine included a specific statement for intended use of the procedure [per 1910.147(c)(4)(ii)(A)], clearly and specifically outlined specific procedural steps for shutting down, isolating, and securing the gasoline engine that powers the Mulch Mule machine [per 1910.147(c)(4)(ii)(B)], included specific procedural steps for the placement and removal of lockout devices for the gasoline engine [per 1910.147(c)(4)(ii)(C)], and included specific requirements for testing the Mulch Mule machine to determine and verify the effectiveness of the energy control measures [per 1910.147(c)(4)(ii)(D)], for employees engaged in service and maintenance activities, such as but not limited to, cleaning and unjamming leaves from the Mulch Mule machine.
