29 CFR 1910.23(b)(13):The employer did not ensure that no employee carries any object or load that could cause the employee to lose balance and fall while climbing up or down the ladder. On or about December 9, 2021 and at times prior thereto, employees working overhead performing HVAC activities climbed ladders carrying HVAC parts without maintaining 3 points of contact and exposed to fall hazards.
