Text For Citation: 01 Item/Group: 001B Hazard:
29 CFR 1910.333(a): Safety-related work practices shall be employed to prevent electric shock or other injuries resulting from either direct or indirect electrical contacts, when work is performed near or on equipment or circuits which are or may be energized. The specific safety-related work practices shall be consistent with the nature and extent of the associated electrical hazards. (a) Clients' homes, hard-wired appliances: on or about August 16, 2021, installers and service technicians were exposed to electric shock hazard from unexpected energization during work on or near exposed de-energized parts normally operating above 50 volts. Lockout devices (e.g. circuit breaker locks) were not provided and applied on energy isolating devices (e.g. circuit breakers) prior to starting work. The requirements for the control of hazardous electric energy were not followed by the employer to maintain written copies of de-energization procedures, and to establish application of energy control sequence for: - De-energizing equipment per 29 CFR 1910.333(b)(2)(ii)(A) to 29 CFR 1910.333(b)(2)(ii)(D); - Application of locks and tags per 29 CFR 1910.333(b)(2)(iii)(A) to 29 CFR 1910.333(b)(2)(iii)(E); - Verification of de-energized condition per 29 CFR 1910.333(b)(2)(iv)(A) to 29 CFR 1910.333(b)(2)(iv)(B); and, - Re-energizing equipment per 29 CFR 1910.333(b)(2)(v)(A) to 29 CFR 1910.333(b)(2)(v)(D). (b) Clients' homes, hard-wired appliances: on or about August 16, 2021, installers and service technicians were exposed to electric shock hazard during voltage testing on or near energized electrical components above 50 volts. Safety-related work practices were not implemented to prevent injuries from direct or indirect electrical contacts, such as by wearing electrical protective equipment. Abatement documentation is required for these items in accordance with 29 CFR 1903.19(d).
