29 CFR 1910.147(c)(4)(ii)(B): The energy control procedures did not clearly and specifically outline the steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy: (a) On or about 04/17/2021 - Strapper #5 at Line #1 in the Strapper #2 position, authorized employees were exposed to struck-by and thermal hazards when performing periodic maintenance activities such as, but not limited to, cleaning up strapper dust in the compression bar area and dismantling the R.H. heater slide guide to eliminate dirt and the written lockout/tagout procedure number 80 for the Auto Strappers did not clearly and specifically outline the requirements for controlling the potentially hazardous compressed air and residual thermal energy.
